Playing Field Management Committee Standing Orders

1. Members. Five Parish Councillors appointed annually at the May Parish Council meeting (Except in the case of the first committee) and four elected representatives of Wollaston Sports Association. If a member is unable to attend he/she should give their apologies to the Parish clerk and the name of any person attending in their stead.

2. Quorum. The quorum of the committee shall be five members.

3. Voting. Only the above members (or approved substitutes) may vote at a meeting. For any contentious issue seven voting members must be present. In the case of an equal vote the Chairman shall have a second or casting vote.

4. Finance. The Parish Council will allocate an annual grant to the committee, although the funds released will be retained in the Parish council bank account. Expenditure may be authorised by the committee, with payment being made at the next Parish council meeting.

5. Interests. If a member has a personal interest as defined by the Code of Contact adopted by the Parish Council on 18th April 2002 then he/she shall declare such interest as soon as it becomes apparent, disclosing the nature and extent of the interest as required.
N.B. If a member who has declared an interest then considers the interest to be prejudicial, he/she must withdraw from the room during consideration of the agenda item to which the interest relates.

6. Minutes. All minutes shall be open for inspection by any member of the Parish
Council or the public.

7. Admission of the Public and Press. The public and press may be admitted to all meetings. If required they may be temporarily excluded by means of a special resolution as follows:
“That in view of the [special] [confidential] nature of the business about to be transacted, it is advisable in the public interest that the public and press be temporarily excluded and they are instructed to withdraw”.

8. Responsibilities. The committee is responsible for the maintenance of the field and children’s play areas in the village.

9. Sub- Committee. Wollaston Sports Association is to be considered a sub- committee, which is responsible for the day to day running of the field and clubhouse. One of the Parish Council members of the Management Committee is to be appointed annually, at the May Parish Council meeting to serve on the Sports Association Committee.

10. Procedures. At the June meeting the committee shall, before proceeding to any other business, elect a Chairman and Vice Chairman (from the Parish Council members) who shall hold office for one year.
