A retired local business man, Allan was born in Wollaston and educated at Wollaston Comprehensive School. He lives in the village and has worked in the area all his working life. He has represented Wollaston as a Northamptonshire County Councillor and as a Wellingborough Borough Councillor. He has served on Wollaston Parish Council for twenty three years.
